+Rust formatting and checks:
+- `cargo fmt`
+- `cargo test -p wakey-control-plane`
+- `SQLX_OFFLINE=true cargo test -p wakey-control-plane`

+- `cargo test -p wakey-agent` (may need elevated permissions if tests bind local sockets)
